Knoxville Vision Zero Action Plan

PROJECT SUMMARY

Fairpointe Planning, along with Alta Planning and Design, worked with the City of Knoxville to produce a Vision Zero Action Plan. Fairpointe assisted with project coordination, stakeholder and public engagement, plan and policy review, and developing safety recommendations for improvements. The plan and safety policy review involved a deep dive into regional transportation plans, existing safety initiatives, design standards, policies, and programs to develop a summary of existing safety strategies within the region. 

The Knoxville Vision Zero Action Plan had the following goals: 

  • A safety action Plan that adopts a culture of safety surrounding roadways in the Knoxville region and puts in place countermeasures to prevent crashes in the future. 
  • Identify a regional High Injury Network where the most serious crashes are occurring. 
  • Conduct meaningful stakeholder and public engagement to understand the biggest challenges, concerns, and needs in the region. 

The public survey was developed with the intent to understand lived experiences, identify safety concerns, and evaluate thoughts on Vision Zero policy, program, and implementation actions. Fairpointe analyzed the survey results to provide guidance for recommended action strategies and give a summary of input. The final findings were rolled into a draft safety action plan, which was presented to the safety task force, and completed in a final Vision Zero Action Plan.
